Okay kids computer started acting retarded for the last few so I looked into it.When standing barefoot and touching the case I get a low voltage tingle when I check with a volt meter I get 20-26 volts dc from case to ground. With everything out and on cardboard the computer acts fine still I check the power supply from its case to ground and I still get voltage. Im just confirming this isnt right before I do anything else.
 
May sound stupid but is the grounding plug missing from the cord connecting it to the wall/power strip? I had that happen and it was because the ground on my UPS had come out.
