for a while now, lots of peeps have been replying to posts, but the reply sometimes appears before the post being replied to.

Yep, there was a system glitch, but it seems to have been addressed now. Members can start polls because they usually don't cause any problems, but opening and closing threads can cause some problems, so it's limited to mods and admin except for subscribers.
 
Don't know what kind of cutoff time you're looking for, but it happened to me about an hour or so ago, in the World Cup thread, here. Posts 22 and 23 specifically.

Looks at post 2 and 3 that are showing two minutes difference.

By any chance could it be that with multiple servers, the clock is off on one of them??
Are the servers Linux or Windows? One thing I noticed with Win2K and above if there's a domain server, all machines within a network tend to synch their clocks to that. I don't know if Linux does this.
