Nope. They aren't sold in the US. The company has zero presence here, and I don't believe there are any importers either.
Why do you want that specific monitor so badly? There are a few 24" H-IPS displays readily available here.

The HP LP2475W is the first one that comes to mind, as I nearly bought one of them before getting a deal on the Planar I'm using now. It runs ~$600-700 and is a H-IPS wide gamut screen. There's a huge thread about it -- http://hardforum.com/showthread.php?t=1326971
