Gunk on the wires?

I have an Antec Neopower 480 watt. I noticed that some of the wires in my Neopower are covered with some "white gunk". Is this normal? It looks like crust/frosting.
 
Is it possibly some white dielectric grease, used in the mfg process to moisture proof ?
