GTX 980 Issue

So I am asking for a friend who has been using this card since Dec. He is showing that every game he tends to play such as Rainbow Six Siege among others his gpu is always consistently at 99% while my GTX 980 is roughly around 40-45%. His specs are I7 4790K, 750W PSU, 24GB Corsair Ram DDR 3, Win 10.

While I do have the Gigabyte GTX 980 Windforce.

Current drivers are up to date on everything. Any info would help on this. I appreciate all the help here in trying to figure the issue out otherwise he may be able to warranty it out if the issue is the card.
 
It sounds like he is always GPU bound while you are always CPU bound. I notice that while he has a 4790K, you have a 5820K (according to your sig). How overclocked are the two CPUs?

What resolutions are the two of you playing? What Hz are the monitors limited to?
 
Also maybe he's playing with vsync off and you're playing with it on.
 
Yea sorry I switched to the 5820K lol so used to mine being 4790K as well. Cpus are both stock speed. 1920 x 1080 Res at 60hz monitors for both of us. I will verify his Vsync and see if that helps as I do run Vsync on myself.
 
Alright so just talked with him and he runs Vsync on, 1920x1080, 60Hz monitor.
 
Make sure Vsync is truly enabled by running FRAPs and see if getting above 60fps.
