GTX 970 Undervolting

I have done a new micro atx build with the silverstone sg10 case. I love the case, but as is the issue with SFF I'm have an issue with heat running a GTX 970 SLI setup. The top card quickly gets up to 90c and throttles. One way to keep heat down would be to undervolt the cards. The issue is that both Afterburner and Precision X 16 don't have an option to underplot. I know I can mod the bios and flash, but that would be a lot of effort to flash the card with each change to find the minimum voltage that still maintains stock clocks. Does anyone have any suggestions on how to do this? Or a program that will let me test different voltage settings before flashing?
