Great scanner $200?

Hello,

Are the good scanners these days from HP and Epson? My scanner is pretty old, so I'm out of date on the tech.

The quality has to be good enough for some low end publishing, for around $200? Will be making custom DVD covers and scanning some artwork. So quality is main concern... 35mm negative and transparency scanning would be helpful as well.
