Graphics card problem

I just build a budget gaming PC for my little cousin
Specs:
MOBO: Asrock n68c-s ucc
CPU: AMD Phenom ii x4 b25 (X3 425 Unlocked)
GPU: Sparkle Nvidia GTS 450 (No 6 pin model)
If you want any other specs just ask.
The problem is that the games are running very slow, i have tried GTA IV, Saints Row the third, Skyrim. All of them Run at 10- 25 FPS. Black ops 2 runs a little better but its still choppy. The weird thing about BO2 is that if i turn on the Draw FPS or something, i forgot what it was called (it shows the FPS in the top right corner) it shows around 40-60 FPS but the game is actually running slow, I thought it was lag so i tried private match and its still like that. I know its a problem with the graphics card because i tried my 680 and it ran a lot better. Please help.
 
What resolution do you use? and do you turn on all the eyecandy in those games?
BTW in a GTS450 vs GTX680, the latter will obviously run smoother :p
 
Yeah, I would turn down the eye candy and/or resolution, update graphics drivers. You could always try FRAPS or something to compare the FPS counter vs. the BO2 one.
