My system:

My issues:
In browser windows, characters in text randomly change size and spacing, whole sections of text flicker and icons change in size or look completely different. Firefox would not render text at all.
On the task bar, quick launch icons are bunched up and out of alignment, and the entire system tray is missing. Only half the Start Menu would appear.
Some programs would not load, and other windows would open with red blocks around them.
Sometimes the screen would flicker and lock and say there was an issue with DWM.

I've replaced the 7900XT with an old RTX 2070, but the issues remain.
At one point, the Microsoft Threat Service had stopped, and I tried to restart it through the Control Panel and it failed. Then I tried through regedit and that failed, too.
I was able to install ESET HOME Security Premium and run a scan, but what it deleted didn't seem to make a difference.
What next?
Does this look like more of a memory issue? CPU issue? Motherboard issue? I am at a loss.
