If i were to buy an 8800gs locally I would literally be spending double the cost as in the us. Then I got to thinking the mobo I have has a 16x slot as well as a 4x slot, I could order the 2 8800gs and have it shipped down for a little more than a single card locally.

Would the 2nd card run at its optimal capacity in the 4x slot for folding ?
 
Yes, I have such a setup with one card in an 16X slot while the second is in a 4X slot. Both work at maximum performance. There have been numerous other people on several forums who reported the same success.

 
At most you would lose maybe 200ppd... The key is making sure the drivers install correctly!

Each of those cards should be good for 4.5k and that puts the box (assuming a Q6600) at over 11K PPD

 
Yeah, I've run both my GTX260 and my 9800GX2 in both a PCIe 2.0 x16 slot and a PCIe x4 slot, and there was no difference at all in my PPD, and that's really like going from a PCIe x32 slot to a PCIe x4 slot when you consider the x4 slot was PCIe 1.1.

 
I've added 2x 9800GTX+'s to one of my Q6600 systems under XP.
One runs in the x16 slot the other runs in an open x4 slot.
The second card has a dummy VGA plug attached.
Extended my desktop onto the second card.
Overclocked both cards.
Set the environmental variable NV_FAH_CPU_AFFINITY to 8 to force both cards to use CPU core 3.
6,010 PpD, 69-70 secs a frame, off both cards.
The 2x VM's on the other 3 CPU cores give me around another 1,600 PpD each.
So just over 15,000 PpD from only 350 watts used.
