GPU not idling?

Hey guys,
Spent the upgrade stash today and picked up a 2080 Ti. It was idling at 300 MHz core speed initially, but has since decided to get stuck at 1100 MHz. This happened before with a 120 Hz panel bug in the driver, but I haven't changed driver since installing it. Any ideas/suggestions?
