GPU image scaling doesn't work under DX10?

I'm running a 4870, Catalyst 8.9, Vista x64 SP1 and testing with Crysis Warhead in both DX9 and DX10 modes via command line shortcuts. I'm running Warhead at 1280x720. I have enabled GPU image scaling in CCC and set it to "maintain aspect ratio" (actually all three modes have the same problem).

When I run Warhead in DX9 mode, the GPU does the scaling. The game is running at 1280x720 and the monitor is being sent a 1920x1080 signal, its native resolution. It looks nice and sharp.

However, when running it in DX10 mode, all other things remaining equal, my monitor is sent a 1280x720 signal and forced to do the scaling from 1280x720 up to 1920x1080 and it looks awfully blurry.

Can anyone else confirm this? I'm guessing it's a driver bug.
 
Scaling doesn't work at all in DX10 @ 1080P GPU or otherwise. I'm having no problems with 720P in DX9 and 10 , but when I try to run 1080P in DX 10 I have a bout a 1.5 inch border around the image, DX9 @1080P is fine. I have tried Lost Planet, Gears of War, UT3 Crysis, and Crysis Warhead swith the same results.
