GPU clocks not maxing when playing game

WIth some games my GPU clock will not maintain 980MHZ according to msi afterburner. One that in particular is Kerbal Space Program. It will bounce around 500 it seems and I will be at around 20-40 FPS in game. My memory speeds also sometimes will drop to 700 and then go to normal 1475. Is there any way to force max speeds? I have the power setting turned off in crimson. Temps are around 60-70.

I have heard of clockblocker but wanted to see what other options there are before getting a 3rd party program.

I believe the game is running DX9
Running the 64 bit version.
Running version 16.3.1 of Crimson Drivers
Vsync is off
R9 380

I am probably forgetting something so let me know if more info is needed.

Shut off power savings mode in the control panel.

Gaming->Global->Power Savings
 
Turn off "Power Efficiency" in global settings. See if that works. If that doesn't work your gonna need clockblocker or modded bios. Clockblocker works just fine, but the power efficiency toggle may,just work. With that off my gpu stays at max speed while gpu 2 fluctuates. Before they implemented the power efficiency toggle gpu 1 would also fluctuate.

Also you may have to OC your cpu more, and monitor cpu clockspeed in game. Gpu clock fluctuation isn't uncommon, that'sounds why clockblocker even exists. The memory fluctuation is what seems to be odd.

Turning off power efficiency didn't help . I'll give clock blocker a try. Thanks for suggestions.
