GPU Artifacting only when cool

This recently started on my macbook pro (running windows 7) with an integrated AMD Radeon HD6490M. I would notice red, green, and blue block artifacting and at some points the driver would crash (which happened both in MacOSX and win7).

I have tried different driver versions with no difference and I have even tried underclocking the card to see if that would help, which it did not.

I first thought it was overheating so I pushed my cpu and gpu fans to full rpm and noticed when my gpu went under under 58C degrees it became worse and worse. however, when I let it heat up to above 60C it would stop artifacting and crashing.

The card runs stable when it hovers above 60C degrees which leads me to believe it is a hardware issue and that a possible fix would be to "reflow" the gpu/logic board

Has anyone else experienced this before?
