Am i correct in thinking so?

Currently with a 2500k @ 4.6GHz, P8P67 Pro, GTX 670 , 4GB DDR3 1333MHz
Windows 8 x 64
Crucial M4 64GB

Boot time is 30 seconds, 22 seconds = post, 8 seconds = loading windows

I am seeing people with 10 second start ups, even on some laptops, is it because they have installed in GPT and UEFI mode

It depends on your board and its installed options. If you turn off your RAID OROM, any secondary controllers or anything else with a ROM BIOS you will shave off time, but just going to UEFI doesn't shave off that kind of time off. A UEFI board may startup faster than an older board, but that could just be because the old board was slower/had OROM's etc.
