GPO won't apply

I have a OU with my Server 03 terminal services servers in it. I created a GPO and linked it to that OU. The permissions are set so that the GPO applies to the groups (Terminal Services Users and Authenticated Users).

In the GPO I set User Configuration/Policies/Windows Settings/URL's I'mportant URL's to a specific home page. In the same GPO I also set User Config/ Preferences/ Control Panel Settings/ Internet Settings / Inter Exporer 5 and 6 to the same home page.

So then log in as my test user run gpupdate wait a while and the home page never changed.

So I ran that group policy results wizard and it says the GPO was denied because it's empty. It's not empty though so anyone know what the deal is with that?
 
from what you describe it sounds like you are trying to apply user policies to an OU that has only servers in it. that will not accomplish much. User policies have to be applied to users.

that GPO will apply to user objects contained in the OU the GPO was applied to.
 
If you with to apply user policies to any user who uses a given machine use loopbacks. google it.
