Thats aucutally somethign i would not do.. Assumeing you make this for self defence, you may have to use it at some point. What would happen if it malfunctione/was designed improperly and administred too large of an electric shock? I'll leave you with the police to discuss that.
 
im going to agree with Frosty_axe here, Please reconsider the reasons you are building this, If its just for a prank, its not worth it. If its for self defense, buy the darn thing so you can rely on it. Its VERY dangerous to work with high voltages especially in a do it yourself project.

However in an attempt to be helpful, Taser is a very specific term, they make a very specific type of product you are looking for that shoots out its electrodes, if you search for a more general term for what you want, you may have better results, Unless you are trying to actually build a taser (Shooting electrodes and all)
