Good theme tools for XP

Hi, I am trying to make a cool looking desktop for XP. I have been changing alot, but the one thing that I can't stand is the way the start menu looks in XP inside the taskbar. I rarely go inside the start menu so I am looking for something that can change the outside look.

Also, what are the best tools to theme all of XP, including boot screens, icons, window boarders, etc. I am back to XP after a long hiatus with Vista, OSX, and Ubuntu and I don't know what I need to make XP as cool looking as other OSs. I already have a dock (rocket dock) and a cool widget like tool (rainmeter), I just need the rest of the stuff.

You don't really need software. You just need to use the Recovery Console to replace the uxtheme.dll file, and then you can download themes from places like Deviantart and Neowin's Forums.
