I have an older edition of that book and it is pretty good. Also Newton's Telecom Dictionary. That's a great book.
However, like most fields the best way to learn is by doing. What kinds of telecom do you want to learn about? You should start with the basics of electronics. Phone lines themselves are not terribly complicated. There is so much to learn, phone systems, carriers, digital services, cellular, etc.

i know alot about electronics, no need to learn any of that, now i want to get into IT or network engineering or something in that field, i just want to get a good book on telecommunications to broaden my horizens on the subject im not going to get into the telecomm field just want to learn about it.

best way would be to work in a CO but...the dictionary and the internet.
