What will you be running on it? To be any help, we'll need to know what video card, CPU, and number of drives you'll be using. It'd also be helpful to know what sort of case you're putting it in.

I'll be running one 1070 6600k z170 board 1 ssd and 1 hdd.

But, I was looking for something more robust like 750+

Robustness has nothing to do with power rating.

So even if I decide to bump it up a little bit the clocks 650W will be enough?

6600k- 120 watts max.
GTX 1070- 200 watts max.
Everything else- 50 watts.

Get a good 550 watt PSU. I would recommend the EVGA G2.
 
It's crazy how uneducated I was on the state of what's really needed for power in desktop pcs. I thought everything needed so much power. I even looked down at anything 650 and less.

If you think you may go SLI at some point I'd stick to 750+ watt units for breathing room, though a quality 650w should be able to handle 1070 SLI even with an OC. If staying with a single card, the 650 watt EVGA is probably your best bet. Nothing you can add short of a second card will make it sweat.

The 450w Seasonic is overpriced.
