good or no good 22" LCD

just recieved an email from tiger and this was in it, thinking about upgrading to an lcd, but dunno if this one is ok or not what do ya think

First, Tigerdirect has one of the worst histories of any website for rebate fulfillment. Second, I've yet to see a positive review of a 22" monitor when compared to good 20 or 24" displays. Use caution when buying a product in its first generation.
 
would this be decent for budget/first lcd transition, i had a 19" crt but currently have sold entire pc and have to buy everthing from scratch if not this one, what would be recommended for somewhat of a budget, for pics,games,surfing but at least 19"
 
Keep in mind that all current 22" monitors (that I know of) use TN panels...that is why the price is about the same as the average 20" widescreen.
