I dont know of a non-noisy active chipset cooler. Get a good heatsink and a side intake case fan or oneof those that mounts using the expansion card brackets...
How about something in the middle at 50mm? I've used the Delta EFB0512LA (50x10mm) fans on several NB heatsinks and they do a great job. They don't move as much air (~7.5 CFM) as some of the 60x20mm models, but they're whisper quiet at 18dBA.
