ok every thing here minus the case is $520 shipped, and i am going with a micro-fly case, should i drop the 3800+ and get the 3500+ and then get 2 gigs of ram? also im not going to overclock(until a later date)

First you're gonna need a micro atx board. The tforce 6100 will do. The board you have there will not fit in a microfly.
How much are you gonna pay for that video card? I think you should get an nvidia 7600gt for a little more cash. That's from a x1600 owner too. But I got my card for $75 months ago and now there are better alternatives.
To save some cash you can just go to the 3500+ but if I had the cash I would go dual core.
Also I would not go with 2gb of ram unless you get ddr2-800 which is the highest memory that the x2 can support. you might as well not get stuck with 2gb of slower ram.
