Give cpu priority to foreground apps?

Every time I run Avast scan it suggests I should give foreground apps cpu priority to improve performance. Is this true or just snakeoil to get me to buy that module to Avast? I know how to set prioroity for individual apps when running them using task manger but have never seen a setting to make that a permanent option. How does Avast make that a permanent option if you buy the add-on module?

Avast is always saying to turn off fast user switching to improve performance too. There is no option to turn it off, just an option in gpedit to hide the entry points for fast user switching so even if I hide them Avast still suggests turning off fast user switching. Why?
 
To answer my own question, that app called Mercury can save priorty settings.
