Gigabyte UD3P USB Problem

Hey guys,

I have a Gigabyte UD3P mobo that has 8 mounted usb ports but when I use more than 2 of them at any given time it seems to short out the whole thing and the two deviced that are plugged in (mouse and keyboard) seem to cut power or not work at all.

This applies when plugging in any other usb device: Printer, cell phone charger, zune, or an external drive. Is this a fixable problem or should I RMA the board?

One last thing, there is no problem when using the front panel usb ports
 
I had this issue before, and for me it was the power for the USB. I had a bad cap and it would not power everything properly. Can you use a USB cable and multimeter to verify voltages?
 
I don't have a multimeter, unfortunately. Did you have to replace your entire mobo because of that cap?

Also, another problem I noticed today, sometimes when I wake my computer from sleep the graphics card's fan gets locked on 100% speed, making a crazy amount of noise and it doesnt send out any signal to the monitor, basically leading me to restart my computer. What gives?
 
That 100% fan speed is the fault of the card, my 4870 would crank to 100% while starting up, sometimes even twice before windows would load. If you do have a bad cap, you will have to rma the board for repair.
 
well it goes to 100% for a few seconds everytime I boot the computer but then it always goes back down. But its just when I wake it from sleep sometimes it doesn't stop. When I turn off the computer then turn it back on, the mobo doesn't post at all so I have to shut off power to the computer for about a min, then it boots up fine after that. wierd.
