Gigabyte R9 280x Graphics Problem

I freshly installed Windows 7 Pro 64-bit last night on my new PC running a R9 280x and downloaded the latest recommended AMD drivers / suite. When my system rebooted, my screen resolution is at the recommended / default 1920x1080.

I'm not sure what to do. I've checked my HDMI connection from the LCD to the video card and everything else seems normal. Can anyone please help me understand why my new AMD card wont do full screen at the recommended 1920x1080
 
In AMD CCC select Scaling Options under My Digital Flat-Panels and there you can change scaling to fill the whole screen.
