With XHCI turned on my usb don't even send power to my keyboard and mouse(or any other USB device) in either the OS or in the Pre-os boot to install it. But they work in the bios because they is all EHCI controlled. They also work in safe mode, but not safe mode with networking. Do we think the intel usb controller is gone?

Which OS? If Windows 7, that's normal since it doesn't natively support USB 3.0 - Windows 8/8.1/10 do however.
 
Both windows 7 and windows 10. All USBs do not work is the issue, including the 2.0s on the board.
