Ghosting or What?

Well I have had my new Samsung 710T for about a week now, and at first I was really disappointed by it, but now I think its pretty good. At first I thought it had major ghosting issues, but I think my understanding of ghosting was wrong. I don't see trails or blurriness behind characters in games, rather I see sort of horizontal stripes across parts of the screen if I violently move the mouse back and forth. It is barely noticeable but it is there. I also notice it if I drag windows around on my desktop. No blurring just sort of chunking (?), where the edges of the windows sort of break up. I don't really know how to describe it. My only thought is that it might be a FPS issue and not ghosting. Has anyone else experienced what I am describing?
 
I don't know how to get rid of it when using the desktop or watching movies but for games turn on vsync.
 
If your computer is idling and you are dragging a window around the desktop rapidly, there should be no "break up" or any other visual artifacts. If you do see something wrong then it must be either the video card or the monitor.
