Is it safe to use Arctic Silver on a GeForce 4 like it is on a R9800pro, or do I need to buy some ceramique?

Just be VERY careful not to get any on anything but the processor core itself. AS is conductive and does wierd things if you get it on the pcb and is damn near impossible to get off. (I know:( )

Yes it works. I've done that very thing to a Geforce 4 Ti4600.

I have used AS on my GF4 Ti card. I have had no problems.
I have a suggestion for you...
When you apply the paste put some masking tape around the core. That way you don't have to worry about it contacting the pcb or getting under the core.
