Getting foriegn characters to display

This isnt really high priority.. cant read it anyways but it looks nicer. Some files named in other languages will show the proper characters, others will just show a bunch of ascii.

For example
Winamp shows ¿©Ä£¼Ò - ³» ¿©ÀÚ Ä£±¸¸¦ ¼Ò°³ÇÕ´Ï´Ù
The filename in windows will also show that.

If you set the browser encoding to korean, then it will come out as the correct circles and lines. This problem appears for any other languages other that requires characters.

Is there a way to get it to show the proper characters?
 
Any ideas? Characters do display in IE/Firefox or Notepad but not windoze

Okay, if anyone is curious I got applocal at
download.microsoft.com/download/5/6/8/568a8caf-29c4-43ec-a10f-97730f26977e/apploc.msi
and it allowed me to set winamp to be in korean chinese or whatever unicode set you need it to be to show properly.
