"Let's send dgz a mean letter because he said mean things" is inciting mean letter writing, "dgz is a mean person because his name ends in z" is hate speech, "let's send dgz a mean letter because his name ends in z" is both. In the US, hate speech is generally constitutionally protected, but inciting violence isn't; platforms other than common carriers can do what they want, of course.
