either Im crazy or I dont understand your math. the 9500gt he linked to will be will be $29.99 after rebate and free shipping. the 9600gso you linked to will be $54.99 after rebate BUT doesnt have free shipping for a total of over 60 bucks when all said and done. that makes it over twice the price just like a said. also benchmarks mean little at this point since he could easily have a P4 in that system. I used a 9600gt and an 8600gt in my old system with a 5000x2 and at 1280x1024 the 9600gt certainly wasnt twice as fast. with a better cpu and/or at higher res then yes it easily would have been. the slower 48sp 9600gso will certainly not be 2 to 3 times as fast if used in outdated system with a slow cpu.But the 9500GT he listed is $59.99 w/ free shipping.
The 9600GSO is $54.99 after the rebate. After shipping it will be about $8 more.
The 9600GSO is actually quite a bit faster (48sp version). The memory bandwidth is huge over the 9500GT (51.7GB/s vs 12.8GB/s). Even this version of the 9600GSO is going to be about 2-3x faster than that shitty 9500GT at almost any res past 1024x768.
In STALKER Clear Sky, with two 1GB 9500GT's in SLI I got 17fps and with one only 11fps on my settings. With a 48sp 9600GSO I got 27fps with the same settings.
So yeah, for about $6-10 more, I would get the 9600GSO.
EDIT: Where did you get the $25 more from? Even without the rebate it's only about $18 more at most (this price includes shipping).

what does the rest of the pc look like?
He is only 8 so he doesnt have a great PC. I bought him this along time ago. No need to upgrade since i dont let him play M rated games.
CPU is an AMD Sempron 3000 socket 754
I cant remember the exact motherboard, but i know it has an onboard nvidia 6200 which is what he is using now since the 7600 died.
