Games with the largest modding community?

[Parmenides]

Morrowind isn't the current strongest, but it has more longevity of at least semi-strongness than any other title I know.

I'll just add to what I say and conjecture that Morrowind has the greatest volume (over time) as far as modding community.

CS:S

Nothing out there is as big.

How about the game that CS:S spawned from? Half Life! Half Life and Half Life 2 have great mod support, and there are many, many mods for both games.

Also, there's a mod for GTAIII that makes the graphics look like GTAIV.

Wait, so they look basically the same, but perform terribly?

Civ 4 and civ 5 have a HUGE mod community.

Rome total war earns a mention too. Don't know anything about games later in the series.
