I have a razer keyboard which has a USB dock. While other USB devices work perfectly plugged in that dock, my game pad does not work in that dock. Why could that be so?

A lot of keyboards aren't meant to be used with high electrical devices. I have a max keyboard and on my usb input for the keyboard it has a warning sign not too plug in a usb device that's past a certain milliamp (I forgot what the actual number is). Basically you can't stick your phone in there to charge. I'm assuming a controller is probably similar so that might be your problem.

Does the keyboard have a separate connector for the dock? My lycosa had one, so the dock was more of an extension cable, never had an issue using anything plugged into it. If the keyboard only has one USB plug, it's a power issue.

I dont like devices with ports and only one connection with no additional power input. USB is already low powered, it doesnt need to be split :(
