1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
-Main Desktop. Will serve as:
gaming PC: BFP4F, Need for Speed, FC4, and FS2002, FS9
-workstation (transferring high volume data and audio files every day). Converting and encoding DVD files

Working with $200 budget. Tax and shipping not included

At the moment no, in the future yes.

1920x1080 32inch but maybe used to power a 50" tv

In the next 2 weeks (but can hold out for a deal)

Windows 32bit (still debating 7 or 8 dual booting with XP)
 
$200 isn't enough man. For a decent card to play any of those games at 1080P, you're looking at $120 alone for that.

In addition, why Windows 32bit? The kind of work and gaming you're talking about is begging for 64bit.
 
Let's edit the budget to $300. Also I could switch Camps from amd to intel if necessary.
 
What about the OS though? Are you sticking with 32bit or can you go with 64bit?

You can use a 32bit on a 64bit version, just have to make sure you get the same OS
 
I think the final decision for os is dual boot w7 ultimate 64 and xp (legacy programs)

Point of note AMD GPUs are known to artifact on FS9, can I go down to a 650ti and still be on par with the specd 260x?

For all intensive purposes if I were to jump to a 990fx what would this offer in spec differences?

There would be some spec differences but none of them would apply to you. In addition, going up to 990FX motherboard means an increase in cost so high that you might as well switch over to Intel at that point.

As for the GPU, the 650TI is still a decent sized downgrade below the 260X. The cheapest Nvidia alternative to the $118 R7 260X is the $130 GTX 750 TI.

Even then it'll be slower than the R7 260X in some games. In addition, at $130, it's a bit of a hard sell since $30 more gets you the R9 270 which is 25% faster than the 750Ti.

So just how badly do you really need to play FS9? It means you would have to pay more for less performance or get more performance for your dollar.
