FX 5700 Underclocking itself?

Just the other day I decided to overclock my eVga FX 5700 from 425/500 to 480/560. It works fine for a couple minutes after I reboot, but when I check in everest I see that the clock frequency of the gpu goes down to 310. I actually see it change from 480 down to 310. The memory clock stays at 560 though. Does anyone know what I can do to fix this problem?

It does have distinct 2D/3D models. I only set the 3D settings in RivaTuner, should i set the 2D settings to the same as the 3D?
 
Also does it revert back to the 2D settings if whatever is being displayed on the monitor only requires 2D settings, such as the desktop?
