Well i was fixin one of my buddies computers the other day and after i installed windows 2000 i got this funny writing. i remember there being a fix for that a long time ago, but its kinda hazy as to what it was.

the laptop is as follows

Dell Latitude Cpi400
Intel Pentium 400 Mhz Proc
128 megs of ram
3 gig hard drive

I only went with a windows 2000 install because it was more lightweight then xp and offers pretty much the same in functionality, if theres a solutiont that would be great
 
A shot in the dark, but reset your resolution to something like 800x600 to see if it goes away. If it does, step up your resolution incrementally until you go as large as it can handle without the fuzz. :)
 
Does your friend's computer have ClearText enabled? Try toggling it on/off.

Control Panel --> Display Properties --> Appearence -->Effects
That's how you would reach it in XP anyway.
