If the bootloader is unlocked it means it is a unlocked phone. It is compatible with any network that supports its bands.

I do want to clarify for you. This is not correct. In fact, the bootloader has nothing to do with what the other person was asking. He was asking if it's "unlocked" in the sense that it can be used on any network. Also know as "international unlocking". Many phones come sim-locked to a particular carrier and can only be unlocked through that carrier. There is a push to have this changed so that phones are internationally unlockable without having to get the carrier involved. This hasn't happened yet, but hopefully we get there one day.

tl;dr bootloader unlocked does not mean the same thing as internationally unlocked

Your statement about only being unlocked by the carrier only is incorrect. You can use online services that provide sim unlock so that you can use the phone on any carrier that supports the radio hardware.
