google 50 ohm attenuator

You can easily build an inline attenuator out of commonly available resistors at this power level. 3db would halve the power, 6db would quarter it and so on. Or just use a crappy antenna.

The seller said they started off with 21 FM transmitters...it now says 18 on the 1st post.

I got mine in yesterday and it works great. I live in a small town of about 4000 people. I drove around for a bit and the transmitter covers the entire town.
 
These AM Transmitter is designed to run at very low power and limiting range with the stock wire antenna to make it fully FCC compliant, meaning you can only transmit within your household.

There is a project that boost the transmitting range of this transmitter by building a coil antenna that you set up outside of your house. It can go very far using same RF power.
