It's stupid I know, but its part of Paypal's TOS, see forum rules,

(23) Charging fees for PayPal is not allowed. It violates PayPal's TOS.

I'm not trying to give you crap or anything, just a heads up for a fellow [H] member :)

Seems like that's a tall order to enforce from PP's side, but I'll remove it anyway.
