I have a 9800 Pro All In Wonder. I get extremely low FPS in Half Life 2 compared to others with the same card. I just downloaded ATITool and in 3D veiw theres tons of artifacts. I get artifacts in games a lot also. If I down clock my core from default the artifacts go away. I use to never get artifacts in ATITool befor at default clock. Under clocking it about 10-20mhz seems to get rid of the artifacting.

What are the core temps?

You could have really poor cooling. I have used a 9800P AIW before, they have crap for heatsinks.

I mean, it might come down to a bad GPU but I'd start with directing cool air at the vid card and playing with air, maybe a case fan, maybe try without case side cover on, etc...
 
Perhaps the heatsink has lots of accumulated dust preventing fins to dissipate heat...take a look and see...if so clean it :D

yeah, check the heatsink. You might also want to reapply thermal paste, sometimes that's shittily done.
 
If its an older 9800, your therm paste is shot. That stuff doesn't last very long and you should really re-apply it every year to be safe. At this point, lets just hope that you haven't fried the core.

I wouldn't worry about having "fried the core"

It sounds like the card is just throttling back to save some damage.
Just reseat and reapply some thermal paste, and check to see that the HSF contact is good and that the fan is working properly.
 
Well make sure the fan is working on the card then take it off get some ac5 thermal paste and reseat it. If it still doesnt work then its screwed btw just put one dot of the ac5 in the middle of the gpu and then spread it out evenly if you put to much you will actually makei t get hotter
 
I have 6 case fans and did already take off the side and opened the window last night when it got to 28F and let the room get to about 30F and it was still artifacting. Wasnt artifacting as bad but still was. Theres no dust. I check my case often because with 6 case fans it builds up really fast. Fan on it works fine. Anyone know if there are some 3rd party heatsinks out there for my card still? I'm temped to just leave it so it gives me a good reason to upgrade my system since it struggles in the newer games. Also what do I use to remove the left over thermal paste/pad?

I believe there is a silencer for your card. the vf700cu is also another option if you're intent on replacing the hsf.

Use 99% rubbing alcohol (get it from cvs or walgreens) and a lint free cloth (eyeglass cleaning cloth is an example) to remove old thermal paste.
 
If the core was fried, then the card wouldn't work. Period. You wouldn't even get the system to POST, either, as it wouldn't detect the video card properly.

When they say fried, they mean damaged, not literally fried. Lightning screwed up my old 9600 Pro (directly struck a transformer not far away) and it would have horrid artifacts from BIOS onward and windows was unreadable when it worked, but, the system definitely turned on. That's fried.
