Friends machine not running full-screen

When my friend plays games there are black bars even though he sets the game to the monitors native resolution 1920x1080. What could be the cause of this problem?

Specs are:
ASUS P5K Deluxe
AMD Radeon 4890
Samsung E2320 23" LCD Monitor
Windows 7 Home Premium
 
Turn off over/underscan in the CCC. Also sounds like Windows isn't running at the correct resolution.
