Friend having trouble installing XP

Hey guys... I have a friend of mine that just called me and he is having a hard time installing Windows XP. He has a Hewlett Packard and I don't know what all the internals are, but he just upgraded to an 80gb hard drive and put it in. The OS on his old hard drive was Windows Millenium. Anyways, he has windows XP Home full version and what happens when he turns on his computer with the new unformatted hard drive is it goes to a black screen that says no OS is detected.. please insert os cd and hit any button to continue or whatever... so he puts it in and nothing happens... he turns off comp and back on and same message... if he hits a key then the message just repops up... what is wrong?

Sounds like it's not set to boot of the cd drive.
Have him go into the BIOS and check the order of the boot devices.
 
goto bios and select cdrom first in the boot order.

btw I have an older HP 4x4x16x cdrw and it would not boot my windows xp at all. I don't know why but when I put in my newer cdrw it worked perfectly....
