Fried cpu, Cpu suggestions?

Oh i wish i took a picture for you people to see, before i blew out (air not damage) my p4 775 3.2. Looked like it was a carpet of dust all around and stuffing the heat fins. Any ways, i need help. The cpu is fried due to dust and overheat. I want some decisions on a new proccesor and mobo that are same price value as a p4 3.2 prescott socket 775 and a asus p5p800. Help!
 
Wow it must have been a lot of dust. Also for the overheating, does Intel scale down it's clockspeed when it starts getting too hot? Didnt you notice it slowing down?
