fresh install won't complete

I'm having a problem with one of my systems that I've never run across before. I recently moved and after getting settled in the new place found that my wife's computer was locking up occationally. All temps looked good so since we backed everything up before we moved I decided to try a fresh install of windows.

The beginning of the install goes fine as far as formatting the drive and then installing the operating system files. The problem starts when all files are loaded and the computer reboots. The windows splash screen comes up after reboot as it should, but then the setup stalls. This is the point where you should see the setup will complete in such and such a time bar on the left and windows asks for your software key. All I get is the light blue screen background and nothing else.

This isn't a BSOD and the computer is not locked up. The mouse pointer still moves and the keyboard lights respond to inputs. The problem is nothing else happens at this point. It just sits on the light blue background. Sorry for the long post but this one has me completely stumped. The thing that has really driven me nuts is the fact that I have spare parts all over the place and have replaced everything in the system with the same results. Any thoughts would be greatly appreciated. Thanks.

P.S. Before you ask, here is what is currently in the system

P4 C 2.8
512 M crucial memory
soyo P4RC350 MB (I know, but it's a spare)
onboard video and sound
seagate 120GB HD
lite-on DVD drive
antec 400W power supply

The system is assembled outside of the case
