I like the way the sata cables where done and it had a good view of the top case fans, which brings me to my question.

If I had the front top case fan bringing fresh air from the top of the case for the CPU, would that make a diffrence? The CPU getting fresh cool air?

well, the general principle has always been bring in ari from the front and bottom, and have it blow out the back and top (mainly because heat rises, so it naturally flows from ur CPU to the top of the case.). i t seems to my (im my limited opinion) that you would want to use at least a fan somewhere on the front of the case in order to have a little more flow thru the case.
 
As trucha said, the top fan is usually for exhaust since hot air rises.
I like the way those sata cables are done too. I'm gonna give it a try with mine.
 
I actually think its a good idea and I think it works pretty well; I personally do it in my CM590. I have the front top fan blowing in, and the rear top fan blowing out. That way my RAM gets direct cooling and the CPU cooler (s1283) takes the fresh air and blows it to the top/rear exhaust fans.
 
Another option is to mount a 120mm fan in 3 of the 5.25 bays. You can use the black plastic fan mount from the bottom and mod it slightly, or you can chop up a few of the metal bay covers. If you're not using those bays currently, this provides a shot of fresh air right from the front of the case to the RAM area and sticks with the good ol' front-back bottom-top flow.

I currently have the front-top fan out while I wait for a replacement. I was going to switch it from exhaust to intake, but I'm not sure now that I have one in the front right there.

This works even better if you have a duct, and instead of the stock CPU cooler something like a TRUE/s1283. Then you just make the duct go from the 120 intake, over the RAM, with openings of course, then to the front of the TRUE. The fan on the TRUE acts an exhaust, funneling air even faster through the duct and out the top and rear.
 
It works well. Some cases are setup like that from the factory like the Silverstone FT01.
 
If you have more airflow in, you need to improve airflow out otherwise its mostly a waste.
Remove all the spare blanking plates on the rear of the machine and it will improve the airflow quite a lot.
Then it will be worthwhile trying the extra fan.
 
Also keep in mind if you want Balance Pressure, Positive Pressure, or Negative Pressure concerning air.
