Freezing/Stuttering type issues in games

This is going to be a little long so bear with me. I'm trying to figure things out here with my new system. I've had this system since November of last year. I know I made a mistake buying a VIA chipset based board but it is rock solid so far unless freezing issues are related to it. First of all its a shit overclocker it won't boot past a 230mhz HTT with ram out of the question.

Most importantly are these ATI Catalyst drivers. Every once in awhile when I play Half Life 1 Deathmatch the screen flickers for like 3 seconds goes blank and returns to normal...only happens once per game session and its fine afterwards. However random minutes later the game hard freezes. I disabled Catalyst AI and VPU Recover as well and still persists. I use vsync and triple buffering when playing. Is it possible that since I run it using 4x Temporal AA and 8xAF using triple buffering that that could be the source of freezing or is anyone else experiencing this issue? It doesnt matter what clock speeds the card is at, I've overclocked the card a few times for testing but now its at stock. My CPU has been overclocked since I first put it together. Could overclocking be the culprit of my problems? In Half Life 2 I get this constant stuttering when I play. I usually play at 1280x960 with 2xAA and 4xAF. UT04 runs flawlessly at 4xAA and 8xAF at 1280x960 however. I've never had a freeze playing anything but Half Life 1 though.

If i downclock my cpu to its normal speed [1.8ghz] and it cures my issues which I doubt it should but its possible am I losing that much speed from my current 1.98ghz? I upgraded from an athlonxp 2000+ and geforce4 ti4400 and this system is much faster so keep in mind I went from that to this current setup. I am considering upgrading again after I pay off my loan. I am considering going dual core whenever I do upgrade next and getting a new videocard....namely a 7800GT/GTX depending on prices or even the next gen of parts. This probably won't happen until the end of this summer though for now I want to see if I can stabilize this system, I'll still use it...just in another pc.

My main concern is if I revert to stock speeds am I losing that much performance over my current overclock? If thats so, I wonder why my 3000+ Venice is such a poor overclocker...unless its my board that just doesnt like to overclock well. I'm more so venting because I just got done playing because it froze after an hour of half life 1 and its making me kind of mad. But I can deal with it for now.

Any suggestions as to why I may get this hard lock during just 1 or 2 games yet the rest I've played are fine? If so, do you think going back to stock speeds could solve it?
 
You never said which video card you have now.

Personally, however, I've had no problems with temporal AA and catalyst AI. Since it works fine in UT04, I'd wager here that it's yet another Steam-related problem. Welcome to the club (HL2 magically doesn't play on my system any more! ;))
