Freezing? Hardware Issue?

A friend of mine cannot seem to be able to open any Icons on her xp machine, could this be a hardware issue or just a good old windows problem. ( For Example she'll click on IE and it will just show the hour glass for a sec then disappear and nothing will happen) Should I reformat the computer? LMK thanks
 
The worst part is,they want me there today, I dont know what to do. PLEASE HELP
 
IF it wasnt reformatted ever before when she got it off the manufacturer then i guess it's time. If it still freezes then time for a PSU upgrade................
 
Scan for spyware/malware and viruses before formatting. Could be something as simple as dozens of spyware apps fighting for control :)
