Freeze during "Setup is starting Windows" installing Server 2003

This is an odd question, and I don't know if anyone on the forums here would have experience.

First, the background: I'm running a virtualized system on a rig with specs in my sig. The virtualization is handled by ProxMox VE, which is basically QEMU/KVM with a fancy web GUI running on 64-bit Debian Linux. Now, I have 2 existing virtual machines, and have installed more, with Linux (Ubuntu Server and Xubuntu, both amd64), and all worked flawlessly during install and use.

My problem comes in trying to install Windows Server 2003 Standard x64 in a VM. Setup loads, and it loads the default modules, then freezes at "Setup is starting Windows". I've Googled the issue, but there seem to be many causes, none of which I think would apply to a VM like this. I've reburned 2 different ISOs 3 times, all of them fail.

I'm wondering if anyone else has ever been in this situation and has any ideas about how to proceed.
