Freeware Time Lapse Software

I am looking for a free time lapse software. I want one that automatically grabs a JPG from an IP camera and appends it to a time lapse video. Windows is definitely preferred. I'm looking for an automatic solution. I can create a cron in Linux and have it grab images and store them then create the time lapse after it's all done, but I want to use that option as a last resort.

Any suggestions? I've found a few payware ones that work fine, but $100 and up for a 2 month project.

Doesn't look like it supports grabbing an image from an IP camera. I have a URL like

192.168.1.5/view.jpg

That changes when you refresh.
